North Carolina State University is making changes to its campus card, the Wolfpack OneCard, with students, faculty and staff able to get their hands on the new credential this June. Among the changes is the ability for campus card holders to use their ID for debit transactions if they have a PNC Bank account.

New York’s Binghampton University has agreed terms with Visions Federal Credit Union to be the university’s on-campus bank branch beginning in July, ending a more than 20-year relationship with previous partner M&T Bank.

The University of Wisconsin-La Crosse is putting its current HigherOne ID card out to pasture in favor of a new EagleID that will better align the campus with PCI compliance considerations.The new IDs will assume the same functionalities of the current HigherOne credentials with the noted exception of the debit card utility for those students that have a HigherOne checking account.

The U.S. Department of Education has published two regulatory packages as a result of the Department’s proposed Cash Management regulation in May. The new regulations are intended to protect students in the college debit and prepaid card marketplace, as well as add a new income-based repayment plan that would enable more borrowers to limit the amount of their payments to 10% of their income.

Marshall University will end a ten-year relationship with Higher One and begin a new contract with PNC Bank June 1 to issue student refunds. The new relationship with PNC eliminates the multi-function card and gives students a traditional student ID with the option to open an account with PNC.

Under pending new rules from the Department of Education, campuses may have to curb the outsourcing of financial aid disbursement, as well as the provision of financial accounts and payment cards to students. For hundreds of campuses and millions of students, this could mean the end of long-established, convenient methods of rapidly and cost-effectively disbursing and receiving financial aid. For others, it could also mean the end of valued partnerships between banks and campus card programs altogether.

The University of Wisconsin-Stout will be issuing new campus cards following the decision to not renew a contract with current banking partner HigherOne. The decision will leave the university with an un-banked card, moving the issuance process to the Wisconsin campus.
