Description: The 2008 Smart Cards in Government Conference has grown extensively in recent years, reflecting the rapid expansion of Government identity and security initiatives. These initiatives have lead to the current and growing interest in the strategies and technologies that help speed the adoption of homeland security identification and access programs like HSPD 12, US VISIT, REAL ID and other key government initiatives.

The Smart Card Alliance has accommodated increased participation while maintaining the quality of focus that has been a hallmark the event. In 2008, the event moves from the Spring to October and will take place in the Ronald Reagan Building & International Trade Center, an ideal facility downtown Washington, DC, with convenient train and subway access and room to accommodate over 800 attendees and 55 exhibitors who will participate. A complete conference agenda with over 75 speakers will be published in July, along with information about focused pre-conference workshop.

The conference features leaders from the federal government and industry in an interactive, instructive forum on the business issues, implementation milestones, and technology advancements happening in the government smart card market–including the government’s HSPD 12 directive underway for federal and contract employee Personal Identity Verification (PIV) cards, electronic passports, WHTI Passport Cards, the TWIC port security program involving the U.S. Coast Guard, registered traveler cards coming to dozens of airports, and the first responder authentication credential trials that involve federal, state, and local emergency response agencies throughout the country. After a nearly three-year delay, the Algerian government has finally launched its biometric passport program.

Magharebia reports that the biometric passports, which contain a contactless smart card chip that holds a digitized photo, fingerprints and signature, were supposed to be released in 2009. But the documents were delayed due to complexities with the operation of the project and the need to thoroughly research and analyze other countries’ experiences with biometric passports.

With more than one billion in population and increasing modern application areas, India is anticipated to grow at a compound annual growth rate of approximately 15% during 2011-2014.

The government of India’s Planning Commission has announced that for electronic transfer of benefits to the rural poor, a unique identification number scheme is a more practical option than issuing smart cards, reports The Telegraph.

The U.S. government has settled an infringement case with Leighton Technologies by agreeing to license its smart cards.

Leighton Technologies, a subsidiary of General Patent, filed a case against the federal government in the U.S. Court of Federal Claims in January 2010. Leighton alleged that 54 federal agencies used its six smart card patents without authorization. Leighton’s technology was also used in e-passports.
